OECD cuts global economic forecasts over euro zone risks

PARIS (Reuters) - The OECD slashed its global growth forecasts on Tuesday, warning that the debt crisis in the recession-hit euro zone is the greatest threat to the world economy.

In light of the dire economic outlook, the Organisation for Economic Cooperation and Development urged central banks to prepare for more exceptional monetary easing if politicians fail to come up with credible answers to the debt crisis.

The Paris-based think-tank forecast in its twice-yearly Economic Outlook that the global economy would grow 2.9 percent this year before expanding 3.4 percent in 2013. The estimate marked a sharp downgrade since the OECD last estimated a rate in May of 3.4 percent for this year and 4.2 percent in 2013.

The euro zone is facing two years of economic contraction, while the United States risks a recession if lawmakers there fail to agree a deal to avoid a combination of tax hikes and budget cuts that will otherwise go into effect next year.

Providing the deadlock in Washington is overcome, the world's biggest economy will grow 2.0 percent next year, the OECD estimated, cutting its forecast from 2.6 percent in May.

"The U.S. fiscal cliff is a very important source of concern, but the greatest downside risk remains the euro zone," OECD chief economist Pier Carlo Padoan told Reuters in an interview.

"The reason for that is not only recession, but also the fact that different negative policy (feedback) loops between sovereign debt, the banking situation and exit risks remain. So the overall zone remains in a state of fragility."

Cutting its estimates, the OECD forecast that the euro zone economy would contract 0.4 percent this year and another 0.1 percent next year, only returning to growth in 2014 with a rate of 1.3 percent.

The OECD warned that diverging financing conditions within the European monetary union threaten to pull it apart if policymakers fail to get a grip on the debt crisis.

"The euro area, which is witnessing significant fragmentation pressures, could be in danger," Padoan wrote in a foreword to the outlook, urging politicians to overcome deadlock over a single European Central Bank-led bank supervisor.

Given the weakness of the global economic outlook, the OECD warned governments against being too zealous in their belt-tightening efforts and recommended that Germany and China even pursue temporary stimulus spending to revive growth.

CENTRAL BANK SUPPORT

With many major economies in the mire, Padoan said it would be premature for central banks to take any exceptional monetary easing measures off the table at this point.

"They should be prepared to do more in the immediate term if things were to deteriorate," Padoan told Reuters.

He singled out the European Central Bank as the prime candidate for further action, saying it had room to cut its main interest rate by 25 basis points from its current record low of 0.75 percent.

The ECB should also consider setting a negative deposit rate and send a strong signal to markets on its long-term interest rate intentions, the OECD said.

The German central bank has been a vocal opponent of the ECB taking further exceptional actions to get the debt crisis under control, in part because of concerns that additional liquidity could boost inflation.

"We think fears that excessive liquidity could fuel inflation in the short term are misplaced," Padoan said.

Not only are all measures of inflation expectations currently subdued, he added, but there is also a risk that economists are underestimating the slack in major economies and therefore overestimating inflationary pressures.

The OECD said the U.S. Federal Reserve's monetary easing programme was appropriate, although it called on the U.S. central bank to do more if the economic situation worsens.

In particular, the OECD said further purchases of government bonds and asset-backed securities would be warranted while the Fed might also need to consider buying other types of assets.

The OECD urged the Bank of Japan not only to maintain its zero-interest rate policy until inflation emerges convincingly, but also to step up the pace of its asset purchases.

The OECD said the Bank of England's interest rates were appropriate for the British economic outlook and said China had scope to ease monetary conditions.

ACLU sues over policy barring women from combat

SAN FRANCISCO (Reuters) - The American Civil Liberties Union and four servicewomen sued the U.S. Defense Department on Tuesday to end a ban on women in combat, calling the military the last bastion of discrimination by the federal government and saying modern warfare has already put women in the line of fire.

The civil rights group argued in a legal complaint filed in federal court in Northern California that the military policy barring women from roles primarily focused on combat solely because of their gender was unconstitutional.

Hundreds of thousands of women veterans returning from wars in Afghanistan and Iraq are finding career paths off limits, sparking the challenge to a policy that has been in place officially since 1994 and unofficially for around two centuries.

"Nearly a century after women first earned the right of suffrage, the combat exclusion policy still denies women a core component of full citizenship - serving on equal footing in the military defense of our nation," the suit reads.

Military officials say their institution is changing, but that is not fast enough for the returning veterans. The lawsuit, the second this year in federal court, comes a year after the Department of Defense ended restrictions on gays serving openly in the military.

The women challenging the Department of Defense policy flew search-and-rescue helicopter missions and patrolled with male Marines in nominally non-combat counter terrorism job roles. Two of the four were wounded. But they found their work unrecognized when it came to promotions.

"In America today it's hard to conceive that there are still things you are not allowed to do, just because you are a woman," Captain Zoe Bedell, a Marine Corps reserves officer who served two tours in Afghanistan, told a news conference.

Her female marines, tasked with engaging with residents in support of male infantry units, found themselves fighting, too.

"They patrolled every day with the infantry, and sometimes twice a day. They lived every day on the same combat outposts in remote corners of Afghanistan. They wore the same gear and they carried the same rifles, and when the unit was attacked, my marines fought back," she said.

SLOWLY CHANGING

The lawsuit comes as the Department of Defense has slowly been dropping such gender-based restrictions. Under the 1994 policy, women are allowed to serve in combat units as medics, intelligence officers and other jobs at the brigade level.

In February, women were allowed to perform the same job in a battalion, which can be as small as a few hundred troops. The Pentagon dropped restrictions on women serving in units that were required to be based with combat units.

But women are still not allowed in infantry, or in smaller units engaged in combat. Women are barred from more the 238,000 positions, the ACLU said. Nevertheless, in Iraq and Afghanistan, where there are no clear battle lines, women have been pulled into combat in spite of the policy, the group added.

Asked about the lawsuit at a briefing, a Pentagon spokesman said Defense Secretary Leon Panetta remained "very committed to examining the expansion of roles for women in the U.S. military and he's done so."

"On his watch, some 14,500, give or take a few, positions have been made available to women. And he has directed the services to explore the possibility of opening additional roles for women in the military," spokesman George Little said.

"So I think his record is very strong on this issue. The recent openings that I just referred to are merely the beginning and not the end of a process," he added.

Some defense officials have noted that 10 years of combat had made it clear some gender restrictions were obsolete because battlefields faced by U.S. troops in Iraq and Afghanistan had no clear front lines and no way to eliminate exposure to fighting.

OPENS UP OPPORTUNITIES

The military has sometimes gotten around the rules by temporarily attaching women to battalions, which allowed them to work in the smaller units but kept them from officially receiving credit for being in combat.

Still, commanders are hampered from using the best people for a given job, and the military as a whole is losing dedicated soldiers, the suit says.

Since combat experience is a factor in promotions and job advancement in the military, women have had greater difficulty than men in moving up to the top ranks, officials said.

Search and rescue pilot Major Mary Jennings Hegar of the California Air National Guard was shot down with her chopper in Afghanistan. "I was actually the only person in my group to return fire," said Hegar, who was wounded but left active duty because of the lack of combat jobs.

The Air Force is the service most open to women, with no gender restrictions on 99 percent of jobs. The Marine Corps and U.S. Army are more difficult, barring women from more than 30 percent of jobs for enlisted personnel, mainly combat and armor positions, the Defense Department has said.

The ACLU and law firm Munger, Tolles & Olson filed the request for an injunction on the policy in the U.S. District Court, Northern District of California. The lawsuit follows a similar suit filed in May by two Army reservists in federal court in Washington, D.C.

The new case is Hegar vs Panetta, U.S. District Court for the Northern District of California, No. 12-6005.

Body found in Gulf; may be missing oil rig worker

NEW ORLEANS (AP) ? A coroner is trying to determine whether the decomposed body of a man recovered from the Gulf of Mexico is a worker missing since a fire erupted on an offshore oil platform on Nov. 16.

The Coast Guard says the body was spotted Monday by the crew of a supply vessel about 2.5 miles off Grand Isle.

Jefferson Parish coroner investigator Tommy Evans said no ID was available after an autopsy Tuesday. Evans said his office planned to use dental records and possibly DNA tests to determine whether the body is of missing worker Jerome Malagapo.

The fire killed two other workers. Ellroy Corporal's body was found in the Gulf near the platform. Avelino Tajonera was critically burned and died at a Baton Rouge hospital on Nov. 23.

Thor Industries says competition weighs on 1Q

JACKSON CENTER, Ohio (AP) ? Thor Industries Inc.'s shares fell in after-hours trading Monday after the world's largest recreational vehicle maker and a major builder of commercial buses and ambulances said it is struggling with tough competition, price discounting and uncertain economic conditions.

The company, based in Jackson Center, Ohio, reported after the market closed that it earned $31 million, or 58 cents per share, for its fiscal first quarter that ended Oct. 31. That's up from $22.4 million, or 41 cents per share, earned in the first quarter last year.

Thor said the most recent quarter includes about $1.6 million in one-time costs for management changes and a legal settlement, which reduced its earnings per share by 2 cents.

The company's total revenue increased 30 percent to $875.6 million on stronger RV sales and a stable bus market.

Analysts polled by FactSet were expecting the company to earn 63 cents per share, adjusting for one-time items, on revenue of $876.8 million.

CEO Bob Martin said the company was pleased with its revenue growth and profitability during the first quarter, but said its results were affected by a competitive environment and the one-time expenses. He also said the intense competition has led to increased discounting that is hurting its sales and margins.

Thor will attend the largest RV tradeshow of the year this week and will assess the level of dealer confidence as it heads into the early retail show season in January.

Although the company has seen a recent upturn in demand, company chairman Peter Orthwein said that Thor remains cautious given the overall economic uncertainty and competitive pressure.

Shares fell $2.93, about 7 percent, to $40.67 in after-hours trading following the news. Its stock had gained 88 cents to close regular trading at $43.60.

Clay's TD lifts No. 14 Sooners to 51-48 Bedlam win

NORMAN, Okla. (AP) ? After the first overtime game in the Bedlam rivalry, a wild celebration on Owen Field and yet another 500-yard passing game, it all settled in for Landry Jones.

His last home game with Oklahoma was over, and what a way to go out.

Jones threw three touchdown passes and Brennan Clay scored on an 18-yard run in overtime to lift the 14th-ranked Sooners to a 51-48 win against No. 22 Oklahoma State in the Bedlam rivalry on Saturday.

"No better way," Jones said. "God blessed me so much tonight to be able to go out like this.

"There's no better way to go out."

The Sooners (9-2, 7-1 Big 12) never led during regulation, wiping out double-digit deficits in both halves. Backup quarterback Blake Bell tied it with 4 seconds left on a 4-yard keeper on fourth-and-1 after Jones directed the first 16 plays of an extended drive.

The victory kept alive Oklahoma's chances for at least a share of the Big 12 championship. The Sooners could win it outright by beating TCU next week if No. 7 Kansas State loses to Texas.

"Football's a crazy game," Jones said. "There's up sand downs, good and bad. You have to stay somewhere in that middle ground, realizing who you are and what you're capable of and what type of offense you are.

"When you need a play, just go out and make it."

On the Sooners' second play, Clay got through traffic at the line of scrimmage and then broke through attempted tackles by Daytawion Lowe and Shamiel Gary to score the game-winner and set off an unusually giddy celebration on Owen Field.

The Sooners had lost only three times at home in Bob Stoops' first 13 seasons but dropped games this season against Kansas State and Notre Dame.

Players ran around the field in celebration, joining fans in the stands in leaping up and down when "Jump Around" was blared over the loudspeaker.

"It always feels great to go out on a win," Jones said.

Joseph Randle ran for 113 yards and matched his career-high with four touchdowns for Oklahoma State (7-4, 5-3), which settled for Quinn Sharp's 26-yard field goal in overtime.

Last season, the Cowboys blew out Oklahoma 44-10 to snap an eight-game losing streak in the series and win their first Big 12 championship outright.

Oklahoma State fans rushed the field and tore down the goalposts after that win. A year later, the elation was replaced with disappointment.

"The truth is the better your program gets, the more success you have and the more highly regarded you are, the harder it is to lose," coach Mike Gundy said.

"In a World Series, a Super Bowl or a state championship game when you lose it's a crushing blow. And the only reason is because you've taken it to another level. For the most part, this program's at a different level."

With his second straight 500-yard passing game, Jones surpassed Texas Tech's Graham Harrell to become the Big 12's career passing leader. He also became the first Bowl Subdivision quarterback ever to throw for 3,000 yards and 26 touchdowns in four seasons.

He led Oklahoma's first fourth-quarter comeback victory in five years a week earlier, beating West Virginia 50-49 on a pass to Kenny Stills with 24 seconds left.

"What more do you want from the guy? The guy was, again, fabulous out there tonight," Sooners coach Bob Stoops said. "He threw the ball all over. He threw it well, throwing bullets everywhere."

Jones finished 46 of 71, both school records, with an interception.

Clint Chelf threw for 240 yards and a touchdown and also ran for 63 yards for the Cowboys, who were trying to win on Owen Field for only the ninth time but couldn't protect an early 14-0 lead or an 11-point edge in the second half.

"There were a lot of big plays. You know there's going to be ups and downs throughout the game, so we were prepared for that," Chelf said. "We just tried to answer every time they did something and they just made one more play than us."

Jalen Saunders tied it at 38 on the second play of the fourth quarter, dodging three early tackles and racing 81 yards up the Sooners' sideline to score on a punt return.

Oklahoma State answered two possessions later, going 77 yards and taking a 45-38 lead on J.W. Walsh's 2-yard keeper with 10:41 remaining. The Cowboys sacked Jones on third down and forced an incomplete pass on fourth down to get the ball back with 7:07 to play, but went three-and-out to give it right back and set up Oklahoma's tying drive.

"We're strong," Clay said. "We're strong-willed and we can face adversity. We can go through any obstacle, and we know this offense is very potent."
