Fukushima children to receive radiation meters (AP)
TOKYO ? Radiation meters will be distributed to about 34,000 children living in the largest city near the tsunami-damaged Fukushima Dai-ichi nuclear plant to monitor their exposure levels, a city official said Tuesday.
The decision to hand out the meters comes amid growing concern over the safety of children as the nuclear crisis at the Fukushima plant drags on, posing potential long-term health risks.
The devices, called dosimeters, will be distributed in September to children between the ages of four and 15 living in Fukushima city, which has recorded relatively high radiation levels since a massive March 11 earthquake and tsunami severely damaged the nuclear plant.
Dosimeters have already been supplied to area schools but not to each student, according to city official Koichi Kato. Other towns in the area have begun similar measures, but Fukushima's plan is the largest to date.
"We intend to continue the program for about three months," Kato said. "We are still considering whether to expand it further to include other residents."
Fukushima city, where about 300,000 people live, is 45 miles (60 kilometers) from the nuclear facility.
The government has established a 12-mile (20-kilometer) "no-go" zone around the plant, and a further 6-mile (10-kilometer) ring outside of that in which residents ? particularly pregnant women and children ? have been instructed to take special precautions and be prepared to evacuate.
Some 80,000 people have been forced from their homes by the crisis, leaving nearby towns almost completely empty. Many children from those towns are now going to classes in or around Fukushima city.
Because Fukushima city is outside the area that has been officially designated as too dangerous to live in, schools, businesses and government offices continue to operate as usual.
But health concerns remain high in Fukushima despite government assurances that exposure levels appear to be within acceptable limits.
Children are particularly vulnerable to the effects of radiation, so parents and some private groups have demanded stronger measures to protect them.
Schools have responded by limiting the amount of time children are allowed to play outside or in swimming pools, and many extracurricular sports programs have been moved into covered gymnasiums.
Still, the Fukushima plan is seen as insufficient by several groups leading a petition campaign to lower the acceptable exposure level for children from 20 millisieverts per year ? the same level as adults ? to 1 millisievert per year.
Twenty millisieverts of radiation is roughly equivalent to the exposure a person would receive from an X-ray.
"The meters don't protect children from radiation, they simply measure exposure after a certain amount of time," said Aileen Mioko Smith of Green Action, a private group involved in the petition. "Children should be moved out of areas where radiation levels are high, not used as guinea pigs."

Syria's exiled opposition seeks Russian support (Reuters)
MOSCOW (Reuters) ? Members of Syria's opposition in exile said they would use a visit to Moscow Tuesday to urge Russia to condemn a violent crackdown on protests in the Middle Eastern nation.
Opponents of Syrian President Bashar al-Assad were due to meet Moscow's Africa envoy Mikhail Margelov, who has been involved in Russian efforts to mediate in North Africa and the Middle East -- regions that have been hit by a wave of popular uprisings.
Rights groups say 1,300 civilians have been killed in demonstrations in a three-month revolt against Assad's rule.
Syrian authorities say more than 250 soldiers and police have died in clashes provoked by militant groups.
Russia has urged Assad to follow through faster on promised reforms, but has opposed Western efforts to condemn his crackdown in the U.N. Security Council and echoed his claims that extremists are to blame for some of the violence.
"We want to persuade the Russian authorities to stop protecting and defending the Syrian regime," the Russian daily Kommersant quoted Mahmoud Hamza, a Syrian opposition representative based in Russia, as saying.
Russia's Foreign Ministry said the Syrian opposition representatives, based in Russia and other countries outside Syria, were coming at the invitation of a regional cooperation society chaired by Margelov and that no official meetings were planned.
But members of the delegation said they hoped to get a clear message across.
"Russia should be on the right side of history, otherwise it will be much harder for it to build relations (with Syria) in the future," Kommersant quoted delegation leader Radwan Ziadeh, head of the Damascus Center for Human Rights, as saying.
"By opposing a U.N. Security Council resolution on Syria, Russia is supporting a criminal regime," he said.
Veto-wielding Security Council member Russia, which has long faced Western criticism over its treatment of political opponents, is wary of setting a precedent for international involvement in what it says are nations' internal affairs.
Last week, Foreign Minister Sergei Lavrov said both Russia and Western nations should urge the Syrian opposition to enter talks with the government on proposed reforms.
Some of Syria's leading intellectuals called Monday for sweeping political change that could end 41 years of Assad family rule, at a rare conference allowed by the authorities under pressure from the uprising.
The Syrian government also announced that it would invite opposition figures to July 10 talks to set the framework for a dialogue promised by Assad, and that constitutional changes would be on the agenda.

Brent falls as euro zone woes, dollar pressure (Reuters)
NEW YORK (Reuters) ? Brent crude prices fell 2 percent on Friday as Europe's debt problems and a dollar index rebound extended oil's decline a day after consuming nations announced they were tapping strategic reserves.
Dropping 7 percent for the week, Brent's premium to U.S. crude fell below $14 a barrel intraday, from above $19 on Wednesday, the day before the International Energy Agency made a surprise announcement to release oil from strategic reserves. The premium has contracted from its record $23.34 reached on June 15.
U.S. crude ended slightly higher on Friday, after seesawing and briefly dipping below $90 a barrel, finding support above Thursday's low trade.
The euro fell versus the dollar as investors worried that Greece's parliament may not pass austerity measures needed for the country to secure more bailout funds.
"The strengthening of the dollar index is helping pressure oil and we're seeing an unwinding of the Brent-WTI spread because of the release of the strategic reserves," said Phil Flynn, analyst at PFGBest Research in Chicago.
"The Brent-WTI spread coming in indicates that the release was justified," he added.
ICE Brent crude for August fell $2.14 to settle at $105.12 a barrel, after swinging between $103.62 and $108.70 after the previous session's nearly 6 percent slide. It was a second straight weekly loss for the contract.
Brent trading volumes were heavy, eclipsing U.S. crude for a second straight day, after hitting a record over 1.2 million lots on Thursday.
The consuming nations' reserves release sent Brent into contango, with front-month Brent ending at a 19-cent discount to the September contract, after closing Thursday at a 21-cent premium to the second month.
U.S. August crude edged up 14 cents to settle at $91.16 a barrel, but front-month crude posted a third straight weekly loss, down 2 percent.
Money managers slashed their net-long U.S. crude futures and options positions in both New York and London in the week to June 21, the Commodity Futures Trading Commision said on Friday.
The relative strength index for both Brent and U.S. crude approached the 30-point mark, a signal that a contract has been oversold, following the sell off IEA announcement, although WTI edged up slightly up after the late day price rally.
U.S. gasoline futures settled lower, losing 2.1 percent, with heating oil, the distillate benchmark, ending 1.1 percent lower.
U.S. refined products prices had been reacting to pricier Brent crude futures in recent months.
IEA RESERVE RELEASE IMPACT
The International Energy Agency (IEA) announced on Thursday a release of 60 million barrels of government-held stocks over the next 30 days.
Leading commodities banks JP Morgan and Goldman Sachs cut their oil price forecasts following the IEA announcement, but Bank of America Merrill Lynch kept its forecast for the second half unchanged at $102 a barrel.
Saudi Arabia, the world's leading crude oil exporter, has yet to make any comment on the release.
The IEA move came after the Organization of the Petroleum Exporting Countries last month could not reach agreement on a boost to production targets. But Saudi Arabia had pledged to increase output to meet demand.
"Saudi Arabia will be crucial -- will it stick to its promise to increase its output to 10 million barrels a day or not?" said Carsten Fritsch, an analyst at Commerzbank in Frankfurt.
"If they don't, then the IEA decision will have backfired. Maybe they will scale back production in July after this stock release."
U.S. Treasury Secretary Timothy Geithner said on Friday that the IEA's decision was "sensible policy."
"It will provide some modest help and relief" to the U.S. economy, Geithner told reporters after meeting local business leaders in Manchester, New Hampshire. "It was a prudent use of existing reserves."
Better-than-expected U.S. durable goods data provided support to U.S. crude futures in the early going on Friday.
New orders for U.S. manufactured goods in May increased 1.9 percent after dropping 2.7 percent in April, the Commerce Department said.
But concerns about euro zone debt problems continued to weigh on markets. U.S. stocks headed for three days of losses as worries about the Italian banking sector added to the uncertainty over the passage of a Greek austerity plan. (.N)

Patriot Act Debate: Is the FBI Collecting Your Phone Data? (Time.com)
The U.S. Senate Intelligence Committee is weighing fresh concerns about the sweeping nature of domestic spying using one controversial section of the Patriot Act. This particular part of that law is notable because it has been divisive for years - and because during those years President Obama has quietly moved from being a Senator skeptical of the provisions to being an enthusiastic spy chief whose Administration embraces them.
Last Tuesday the committee met to consider the worries of some members, mostly Democrats, who say the Justice Department has drafted a breathtakingly broad interpretation of Section 215 of the Patriot Act. (See "Patriot Act Debate Raises Question: How Much Is the FBI Snooping?")
That section allows the FBI to seize without a warrant "any tangible things," like documents, so long as they are part of an effort to protect the country against international terrorism. The FBI can order a private company to turn over data as long as the bureau can convince a special national-security court, the Foreign Intelligence Surveillance Court, that the information is "relevant" to antiterrorism work.
Obama Administration officials emphasize that this review by the intelligence court is an important step in protecting privacy. Privacy advocates, however, consider it little more than a rubber stamp. " 'Relevant' means some noncrazy reason for asking for it," said the Cato Institute's Julian Sanchez, who believes the government is using that authority to sweep up huge amounts of communications data.
The Intelligence Committee met in secret, and members are not permitted to say anything publicly about the deliberations. Senator Ron Wyden did tell TIME that the Justice Department opinion made the broad authority in Section 215 really broad. "When you read that opinion, the classified opinion - that I can't say a word about - and you set it down next to the text of the law, there is a big gap," he explained. "That is what this issue is all about." (The American Civil Liberties Union announced in May that it was seeking the opinion through the Freedom of Information Act and would sue to get it.) Senator Mark Udall, Colorado Democrat and another committee member, went further, saying the government was using that opinion to conduct some sort of dragnet surveillance. "Innocent Americans are being swept up in this," was about all Udall could say to TIME.
That sounds a lot like something a certain junior Senator from Illinois might have said back in December 2005, when he joined eight other Senators in penning a dear-colleague letter that argued, among other things, that Section 215 was too broad. "We believe the government should be required to convince a judge that the records they are seeking have some connection to a suspected terrorist or spy," wrote Obama and the other Senators.
When efforts failed to limit spying under Section 215 to terrorists, the future President took to the Senate floor on Dec. 15, 2005, to decry the government's power to go on what he called "a fishing expedition through every personal record or private document, through library books they've read and phone calls they've made."
But, as they say in Washington, where you stand depends on where you sit. As Congress considered reauthorization of the Patriot Act on May 25 this year, Obama's Director of National Intelligence, James Clapper, wrote to Senate leaders, urging them to reauthorize Section 215 and two other parts of the law in particular, or "important classified collection programs might be forced to shut down."

Acting Assistant Attorney General Todd Hinnen noted before a House subcommittee March 9: "Some have argued that Section 215 runs afoul of the Fourth Amendment [which governs police searches] because it allows the government to obtain records upon a showing of 'relevance' to an authorized investigation rather than probable cause." But, he added, "for constitutional purposes, a business-records order is not a 'search' within the meaning of the Fourth Amendment."
It's hard to say just what kind of "classified-collection program" the Obama Administration is conducting. There seems to be a consensus among privacy advocates that the government is using the very latest technological advancements to sweep up, among other things, the locations of cell phones.
Your cell phone continuously pings your service providers' towers and base stations in order to maintain a signal for you to use. By recording the precise time and angle of a cell's data arriving at multiple base stations, providers can calculate the location of your phone about as accurately as a GPS unit - which means down to a single room in a building, at least in cities crowded with cell towers. Some cell carriers track, record and store this information, possibly for months, for all the phones in their networks to monitor usage and plan how to improve service.
Kevin Bankston, an attorney with the Electronic Frontier Foundation, thinks the government is demanding that cell companies provide the location data as well as other call-data records in bulk form in order to mine the data. "My guess is these 215 orders are being used to collect massive amounts of communications data without any direct connection to terrorism targets," Bankston said.
This suspicion is based on the government's relatively well-documented proclivity since 9/11 for vacuuming up huge amounts of data in the service of detecting patterns left by bad apples, as well as the fact that law-enforcement authorities increasingly are seeking cell-phone-location information in criminal cases. There is no reason to think the FBI would not tap the same information to prevent terrorism. (See "Spies and Spooks: The (Mis)Adventures of the CIA.")
A Justice Department spokesman, Dean Boyd, said these kinds of concerns about civil liberties were overblown. "The Executive Branch, Congress and the judiciary all engage in substantial oversight of these foreign-intelligence-surveillance tools to ensure they are used responsibly and in a manner that safeguards Americans' privacy and civil liberties," Boyd said.
Boyd can't say, of course, if the government is scooping up the location information of cell phones. If that is the case, however, should the government be required to get a warrant? Courts are divided over how private this location data is.
Senator Wyden recently drafted a bill that would have required the government to prove probable cause and obtain a warrant to track cell phones in both terrorism and criminal investigations. In his final bill introduced June 15, however, Wyden dropped the requirement with respect to antiterrorism efforts in a bid to gain Republican support. Wyden says he does "expect to be back to the issue as it deals with intelligence."
Wyden's spokeswoman has said the bill is an "independent legislative action" and the Senator can't say if it is a signal that the government knows the location of your phone.

Now that artist activist Ai Weiwei has been released from over two months detention on suspicion of economic crimes, the official Chinese media is defending the government?s actions. From China Daily:
Chinese artist Ai Weiwei?s release on bail conforms strictly with China?s legal procedure ? just as his detention did. The reason for his release on bail cannot be clearer ? good attitude in confessing to his crimes, the chronic disease he suffers from and expressing his willingness to repay the taxes he evaded, as the police explained.
Yet, Western media made the same fuss on his release as they did on his detention more than two months ago.
Their simple assumption is that Ai was released because the Chinese government had given in to the pressure exerted by some political forces in the West. Some media went as far as to say that the West should apply even more pressure on the Chinese government on human rights.
Some others interpreted Ai?s release as a move by the Chinese government to create favorable conditions for Premier Wen Jiabao?s trip to Europe.
It is not unusual for the Western media and some China watchers to always politicize or put an ideological face on any issue they think they can blow up.

However, what the West has been doing is sheer political interference. They are upsetting China?s attempt to build social order.
They are trying to raise the flag of Western ideology above China?s judicial system. They wish for Chinese judges to only recite US and EU political lines.
Ai was held about 80 days, not exceeding the limit of detention before prosecution, as Chinese law dictates. It is also in accordance with the law that a suspect of economic crimes can be released on bail for medical treatment.
Western media believe foreign pressures have worked. It seems that their interpretation will do no harm to China?s external relations.
But China will hold its judicial sovereignty in its own hands. The country will continue to stride forward, and it will not pay heed toward this inane chatter.
Ai Weiwei, like the rest of his countrymen, will keep living his life within the framework of Chinese laws.

Although Mr. Ai was released on a form of bail that imposes a yearlong restriction on his movement and prohibits him from interfering with what the authorities described as an investigation into tax evasion, Chinese law does not explicitly prevent him from speaking about his ordeal ? or any other matter.
But Mr. Ai, 54, who in recent years had become a persistent and freewheeling critic of Communist Party rule, has most certainly been instructed that his freedom depends in part on his ability to censor himself. Until April 3, when the police whisked him away from Beijing International Airport as he sought to board a plane for Hong Kong, Mr. Ai was an avid user of Twitter and a readily accessible source for foreign journalists seeking a barbed anti-establishment quote. His artwork, showcased in New York, London and Berlin, also provided searing critiques of government neglect and malfeasance.
The question many of his friends and admirers were asking on Thursday was whether Mr. Ai?s seemingly genetic predisposition to thumb his nose had been beaten into submission. ?He has a Damocles sword hanging over his head,? said Nicholas Bequelin, a researcher at Human Rights Watch in Hong Kong. ?That means any time he opens his mouth, he puts himself in danger.?

James Esseks, director of the American Civil Liberties Union?s Lesbian, Gay, Bisexual and Transgender Project, said ?New Yorkers should take pride in their legislature securing fairness and dignity for all families. Lesbian and gay couples throughout New York live in committed relationships, some lasting for decades. When they make the commitment at the heart of marriage, it?s not fair to exclude them from the protections that only marriage can provide.?
The Gay & Lesbian Alliance Against Defamation?s senior director of programs, Herndon Graddick, agreed that loving and committed New Yorkers are ?at the heart of this vote,? saying they ?simply want the same thing all Americans want: the ability to take care of the people they love and to protect their families. Gay and lesbian New Yorkers are now one step closer to the vital legal protections that marriage affords and which all couples need.?
Meanwhile, New York Civil Liberties Union Executive Director Donna Lieberman applauded the state?s Republican senators, who ?put politics aside, reached across the aisle and stood on the right side of history by supporting fairness and equality for all New Yorkers. This historic, bipartisan vote is a victory for families and a victory for human rights. Now, all loving couples in our state can enjoy the dignity, respect and legal rights that marriage provides.?
Freedom to Marry?s Wolfson concurred: ?This unprecedented support from Republicans, corporations, and even pro athletes demonstrates how mainstream ending the exclusion of gay and lesbian couples from marriage has become,? he said.
The next step, say advocacy groups, is urging President Obama to follow the Empire State?s lead and declare his support for marriage equality.
Robin McGehee, director of GetEQUAL, issued a statement saying, ?Today, New York has agreed with the majority of this country?s population that supports equal marriage rights for all. Though we were disappointed by the President?s lip service to our community yesterday, we?re thrilled that New York legislators understand the vital importance of recognizing the fundamental humanity of LGBT Americans.?
Said Melissa Goodman, NYCLU senior litigation and policy counsel for LGBT rights, ?Our work will not be complete until the federal government recognizes the relationships of every lesbian and gay couple who choose to marry in New York.?

There is a company called Nutracea that is currently trading at 1.75. There website is www. nutracea.com . From my understanding they patent-protected processing and stabilizing rice brand technology is suppose to preserve rice. They are building plants all over the world and have signed with major rice companies to save the wasted rice that we throw away. I got a tip from a client that this stock will explode . This was 3 months ago and the stock is at 1.75 and has actually dropped. Can someone out there tell me what I should do. I want to buy 10,000 shares and Ive looked at the companies finanicial reports and there are positives and negatives.

Man, don?t learn an important lesson the hard way. Penny stocks are dangerous. I lost a good amount of money investing in them, being careless. I know they look tempting and sure you MIGHT get lucky, but hell, it rarely happens. Id advise you to stick with companies like Google (GOOG), Coca-Cola (KO), Hewlett-Packard (HPQ), Dick?s Sporting Goods (DKS), McDonalds (MCD), Chipotle (CMG) penny stocks. I know after they settle they are a bit boring, but pigs get slaughtered (remember that). You could always invest most of your money in solid companies, and take 1-5% of your money and invest in penny stocks if you want to take the risk, but I don't recommend that either. Also, stick with what you know! I mean what is there to know about the burrito business (chipotle), except they are delicious and there's a line that stretches out the door during lunch time? Be observant! When you go to the mall, scope out where people are shopping, but only take this as an annonymous tip and investigate the fundamentals of the company. Don?t invest too much money into any one company especially if it?s a penny stock. Ten thousand dollars seems a little bit too much to me. I wouldn?t buy more than 100 shares of this stock at $ 1.50.
If you have time to read, check out this book: Reminiscences of a Stock Operator by Edwin Lef?vre. One of the chapters in this book tells how funds who own penny stocks use to get rid of their stock. First, they advertise the stock to everybody. They call investors. They make buy recommendations. They send out investment newsletters which talk about how great this company is, etc. And while the little investors are buying, the large holders are selling millions of their shares. I am thinking that this is why NTRZ went down recently (but I could be wrong). Look at the chart, there was a huge volume spike a few days ago. More than 10 million shares were dumped in one day. Are you sure this is such a good stock?

Risk Capital is the amount of money that a business or person is willing to lose. This is a commonly used term in trading and forex markets. These are allocated funds for high risk investments as the maximum amount that an individual would be willing to completely lose. The obvious incentive to ?put up? risk capital for another person or entity is monetary gain.
Investment specialists and forex brokers advise to only use capital for investments that are highly speculative with a large potential payoff. High risk investments generally involve a potentially catastrophic profit, so a good example of risk capital would be an investor who makes his or her funds available to a startup business that has strong growth potential. The funding is invested into the business, along with the hopes that the new company makes tremendous profits, knowing there is a risk that it won?t.
A small-time example of risk capital is displayed through buying a lottery ticket. Although the payoff is potentially huge, the odds of my investment into the lottery succeeding are next to zero. So the amount of capital that I am personally willing to put forth into this speculative investment, and potentially lose, is . If the odds for winning the lottery greater, I?d probably invest more of my capital in trying to win.
In some cases, Risk Capital is equivalent to Venture Capital (VC).
When a start-up business is seeking risk capital or venture capital, they are seeking money from an investor to help grow or start their business. If the company presents a strong business plan and displays great potential for success, an investor will be willing to lend it start up money.
Likewise, if a business plan is presented but doesn?t seem to have the ability for exponential growth, an investor is willing to risk little or no capital. No investor is going put most or all of their risk capital into a business that does not have huge growth potential. Innovative and strong business plans will get the most investment, even if though the investor risks losing all money invested.
Some people wonder why a start-up business would seek investors instead of taking a traditional business loan out from a bank. The answer is that regular lending institutions such as banks are not usually willing to take such large risks. Banks base future loans off of previous loans, and if one?s start-up business is the first of its kind, a bank may find the innovative business too risky. This is where investors with risk capital or investment capital come into play.
If risk capital can be for funding firms with excellent growth potential, it can also be used to purchase currencies with excellent growth potential. Forex trading can be highly lucrative, yet highly risky. Investors who have disposable money may choose to invest in volatile foreign currencies (versus something like start-up business investments) on their forex trading platform. The pay off, or pay up, can come at a much faster rate than investing in start-ups. As compared to investing in a business?s success, with FX trading, an investor is investing his or her risk capital into a country or continental region?s growth and success.

The chairman of the House Education and the Workforce Committee harshly attacked on Tuesday proposed new rules from the National Labor Relations Board designed to drastically shorten the period workers have to consider a vote to join a union.
Rep. John Kline, Minnesota Republican, who is the panel?s chairman, said in a statement that the NLRB, now dominated by appointees of President Obama, ?continues to push an activist agenda at the expense of our nation?s workforce.?
?Not only will this misguided proposal to expedite union elections undermine an employer?s lawful right to communicate with his or her employees, it will cripple a worker?s ability to make an informed decision,? Mr. Kline warned.
Labor unions long have complained that management has used delay and other tactics in an effort to thwart union organizing efforts. Most workplace elections take up to two months to be held after a union gathers enough signatures to file a petition.
The new plan could cut that time by days or even weeks by simplifying procedures, deferring litigation and setting shorter deadlines for hearings and filings.
Top leaders of the labor movement, a key constituency in Mr. Obama?s political base, were quick to hail the NLRB proposal. Service Employees International Union President Mary Kay Henry said the NLRB proposal represents ?a positive step for workers who want to exercise their fundamental right to decide for themselves whether to form a union.?
