London 2012 spurs British firms to go for gold in Rio

London?s successful summer of sport has put UK firms in the box seat to win 2014 FIFA World Cup and Rio 2016 Olympic and Paralympic Games projects worth as much as ?250 million.

Prime Minister David Cameron is leading a trade mission of 58 companies to Brazil this week. Today, he brought British companies together with key decision-makers in Rio 2016 at a special summit on hosting sporting events. UK companies with concrete London 2012 expertise are keen to work together with Brazilian partners and share their Olympic expertise and lessons learned.

Already 22 British companies have won 36 contracts for 2014 FIFA World Cup and 2016 Rio Olympic and Paralympic Games, which together amount to over ?70m.

Projects include urban and transport planning for nine World Cup host cities, the Olympic Park master plan design contract and communications and IT facilities. Transport for London is also working closely with Rio to share the experience it gained running London?s transport system during the 2012 Games and is actively working to develop this, with the potential for further investment in UK plc.

Prime Minister David Cameron said:

?This summer Britain set a new Olympic benchmark. We delivered London 2012 on time and under budget and showed the world that Britain has the skills, capacity, creativity and expertise to put on the greatest show on earth.

?Now we want to make sure we seize this unique opportunity to build on the close ties we have developed with Brazil as the next host nation, share our experiences and open the door for more British businesses.

?With UK companies already working closely with Rio 2016, winning contracts and building business links, we are in an ideal position to boost British business in Brazil from Rio 2016 and beyond.?

Britain wants to make the most of its experience as hosts of London 2012 to strengthen its relationship with Brazil and deliver an economic legacy for the UK. Already there have been 160 Olympic missions to and from Brazil on planning and delivery of the Olympic and Paralympic Games, covering everything from transport to budget monitoring, sustainability to volunteering. No two adjacent host nations have worked so closely together.

London Organising Committee of Olympic and Paralympic Games chairman Paul Deighton said:

?Thousands of British businesses and partners delivered a hugely successful Olympic and Paralympic Games. We have a close working relationship with Rio and will be having a full de-brief with them in November and sharing our experiences. Hosting the Games presents a huge opportunity for Brazil and British companies are well placed to maximise on London?s excellent reputation for delivery.?

This comes as rugby is due to become an Olympic sport for the very first time at the Rio 2016 Games. Coaches from English Premiership Rugby will based in Brazil for 10 months and will work with at least 10,000 young Brazilians in 12 cities, helping to promote social development through team work and leadership, as well as raising the profile of the British sport of rugby.

British Council Sports Director in Brazil Guilherme Guimar?es said:

"The objective of the Try Rugby S?o Paulo programme is not about identifying talents in the sport, but promoting social inclusion and disseminating a better understanding of rugby in Brazil. Rugby will be a part of the Olympic programme for the first time in the Rio 2016 Olympic Games, so this is the ideal moment to launch a project like this.

? Touch Bionics, a provider of world-leading prosthetic technologies today announced the worldwide launch of their prosthetic innovations for people with missing fingers. 5. Transport is always a major challenge for Olympic cities. It was for London and it will be for Rio 2016. For London 2012, Transport for London (TfL) and partners? meticulous planning and professionalism delivered on the twin objectives of hosting a great Games and keeping London moving and open for business.

All athletes, officials and spectators got to their events on time, whether via road or rail, and London?s transport network carried record numbers of passengers. Over 60 million journeys were made by London Underground ? up by over a third on normal summer levels ? around 7 million by the DLR network and a further 6 million via London Overground. Traffic levels in central London were typically reduced by around 15 per cent during the Olympics and over 90 per cent of Games vehicle journeys were on time. On the busiest day, 4.57 million passengers travelled by Tube, the most ever recorded in a single day and equivalent to the entire population of New Zealand.

Businesses and the freight and logistics industry planned to ensure supermarkets shelves were stocked, pubs full of beer and hospitals of vital supplies. The Games will provide a lasting transport legacy for London and the UK in terms of infrastructure and operational improvements, as well as behavioural change, skills and reputation.

TfL and Rio 2016 have already been working closely together in the run up to and during the London 2012 Games. Rio 2016 has observed how TfL runs a fully integrated multi-modal transport network encompassing underground, bus and coach, heavy and light rail, walking, cycling and cable car as well as maintaining and running the major road network. TfL has been asked to consider how it can use the experience and knowledge gained through London 2012 to further support Rio 2016 and is actively working to develop this, with the potential for further investment in UK plc.

6. The Government's economic policy objective is to achieve 'strong, sustainable and balanced growth that is more evenly shared across the country and between industries'. It set four ambitions in the ?Plan for Growth? (PDF 1.7MB), published at Budget 2011:

    • To create the most competitive tax system in the G20
    • To make the UK the best place in Europe to start, finance and grow a business
    • To encourage investment and exports as a route to a more balanced economy
    • To create a more educated workforce that is the most flexible in Europe.

Work is underway across Government to achieve these ambitions, including progress on more than 250 measures as part of the Growth Review. Developing an Industrial Strategy gives new impetus to this work by providing businesses, investors and the public with more clarity about the long-term direction in which the Government wants the economy to travel.

Obama, Netanyahu seek to get past Iran differences

WASHINGTON (Reuters) - President Barack Obama and Israeli Prime Minister Benjamin Netanyahu presented a show of unity on Friday on preventing a nuclear-armed Iran, seeking to tone down the acrimony between the two leaders that has become an issue in the final stretch of the U.S. presidential race.

Obama, widely seen as having snubbed Netanyahu by not meeting face to face with him during his U.S. visit, spoke instead by phone to the Israeli prime minister amid signs of movement toward a truce in their war of words over how to confront Tehran.

Netanyahu used his U.N. speech a day earlier to keep pressure on Washington to set a "red line" for Tehran, something Obama has refused to do. But in a softening of his approach, the hawkish Israeli premier signaled that no attack on Iran was imminent before the November 6 U.S. presidential election.

With an eye to the close presidential contest, Netanyahu also fielded a call during his New York visit from Obama's Republican rival, Mitt Romney, who has accused the president of being too hard on a close ally and not tough enough on Iran.

Romney has sought to use Obama's differences with Netanyahu to raise doubts with Jewish-American voters about Obama's commitment to Israel's security.

Obama's aides believe, however, that he has played his cards right with Netanyahu, with whom the president has had a notoriously testy relationship.

Netanyahu's strident complaints about U.S. policy on Iran in mid-September plunged U.S.-Israeli relations into crisis, but also spurred a backlash at home and in the U.S. media for seeming to meddle in American politics.

In recent days, the Israelis have sought to dial down the rhetoric, culminating in Netanyahu's speech to the General Assembly, which was seen as sending a message that Israel would not blindside Washington with a unilateral attack on Iran any time soon.

"The two leaders underscored that they are in full agreement on the shared goal of preventing Iran from obtaining a nuclear weapon," the White House said in a summary of their 20-minute phone conversation.

The White House said the two agreed to continue their cooperation, but it stopped short of saying Obama had given any ground on his resistance to issuing an ultimatum to Tehran, as Netanyahu has repeatedly demanded.

"I had a very good conversation with President Obama," Netanyahu told Israel television. "Our teams are talking."

An Obama aide went further, saying, "The temperature is lower than it had been."

    TONING DOWN DIFFERENCES

Netanyahu dramatically ramped up pressure on Obama earlier this month when he insisted the United States did not have a "moral right" to hold Israel back from taking action against Iran because Washington had not set its own limits on Tehran.

That was followed by word that Obama would not meet Netanyahu during the Israeli leader's visit to address the United Nations. Obama later said pointedly that he would ignore the "noise that's out there" on the Iran issue.

Obama's aides were furious that Netanyahu was trying to put pressure on the president in the midst of the election campaign and refused to budge on the red-line issue, despite the risk of alienating pro-Israel voters in election battleground states like Florida and Ohio.

At the same time, Israeli officials - mindful of the danger of antagonizing the Jewish state's main ally and of poisoning relations with the man who could occupy the White House for another four years - moved into damage-control mode.

Michael Oren, Israeli ambassador to the United States, flew back to Jerusalem last weekend, during which he urged Netanyahu to tone down public statements that could be construed as interfering in the U.S. election or supporting Romney, according to sources in the Jewish community in Washington.

Israeli Defense Minister Ehud Barak visited Chicago and met privately on September 20 with Mayor Rahm Emanuel, a former close Obama aide, raising speculation that Emanuel might be used as a back-channel conduit to mend ties with the president.

The Israeli desire to defuse the crisis may also have reflected an interpretation of recent U.S. opinion polls showing a widening of Obama's lead over Romney, who has suffered a series of political stumbles.

Romney, speaking to reporters on his campaign plane, said he and Netanyahu agreed Iran must be denied nuclear capabilities but did not agree on specific "red lines" to confront Tehran.

"I do not believe in the final analysis we will have to use military action," Romney said. "I certainly hope we don't have to. I can't take that action off the table."

In his U.N. speech, Netanyahu held up a cartoon-like drawing of a bomb with a fuse and literally drew a red line just below a label reading "final stage," in which Iran would supposedly be 90 percent along the path to having weapons-grade material.

Nevertheless, his warning that Iran would be on the brink of developing a nuclear weapon in less than a year was widely interpreted as some giving breathing space to Obama, who has urged more time for sanctions and diplomacy to work.

By referring to a spring or summer 2013 time frame for Iran to complete the next stage of uranium enrichment, the Israeli leader seemed to dispel fears that Israel might strike Iran before the U.S. election.

Iran denies it is seeking to build nuclear weaponry.

Netanyahu's praise for Obama's stern words for Iran in his own U.N. speech on Tuesday - although it lacked any specific ultimatum - was also seen as a sign that the Israeli leader wanted to quell the unusually public dispute with Washington.

"I think we are moving in a direction where the differences that were there, which were always tactical and not strategic, are in fact being managed at this point," Dennis Ross, Obama's former Middle East adviser, told MSNBC.

Still, White House officials were pleased at avoiding an encounter with Netanyahu, who used an Oval Office meeting in 2011 to lecture Obama on Jewish history. Obama instead kept a lower-than-usual profile at this year's U.N. gathering, making a campaign-style appearance on the popular talk show "The View" and then quickly returning to electioneering.

Water on Mars: NASA scientists are 'excited' (+video)

Mars rover Curiosity found rocks on the Martian surface that are too big to be carried by wind, so researchers suppose water must have existed on Mars at one time. Over the next two years, Curiosity will continue its search for signs of ancient?microbial life on Mars.

    By Alicia Chang,?Associated Press / September 27, 2012

Scientists say the rocks found by the Mars Curiosity rover look like they've been moved by water

The NASA rover Curiosity has beamed back pictures of bedrock that suggest a fast-moving stream, possibly waist-deep, once flowed on?Mars?? a find that the mission's chief scientist called exciting.

There have been previous signs that water existed on the red planet long ago, but the images released Thursday showing pebbles rounded off, likely by water, offered the most convincing evidence so far of an ancient streambed.

There was "a vigorous flow on the surface of?Mars," said chief scientist John Grotzinger of the California Institute of Technology. "We're really excited about this."

The discovery did not come as a complete surprise. NASA decided to plunk Curiosity down inside Gale Crater near the Martian equator because photos from space hinted that the spot possessed a watery past. The six-wheeled rover safely landed Aug. 5 after a nail-biting plunge through the Martian atmosphere. It's on a two-year, $2.5 billion mission to study whether the Martian environment could have been favorable for microbial life.

Present day?Mars?is a frozen desert with no hint of water on its radiation-scarred surface, but geological studies of rocks by previous missions suggest the planet was warmer and wetter once upon a time.

The latest evidence came from photos that Curiosity took revealing rounded pebbles and gravel ? a sign that the rocks were transported long distances by water and smoothed out.

The size of the rocks ? ranging from a sand grain to a golf ball ? indicates that they could not have been carried by wind, said mission scientist Rebecca Williams of the Planetary Science Institute in Tucson, Ariz.

Though Curiosity did not use its high-tech instruments to drill into the rocks or analyze their chemical makeup, Grotzinger said scientists were sure that water played a role based on just studying the pictures.

It's unclear how long the water persisted on the surface, but it easily could have lasted "thousands to millions of years," said mission scientist Bill Dietrich of the University of California, Berkeley.

Curiosity chanced upon the dried-up streambed while driving to Glenelg, an intriguing spot where three types of terrain meet. Its ultimate destination is Mount Sharp, a mountain rising from the center of crater floor, but it was not expected to travel there until the end of the year.

Finding past water is a first step toward learning whether the environment could have supported microbes. Scientists generally agree that besides water and an energy source such as the sun, organic carbon is a necessary prerequisite for life.

While an ancient streambed holds promise as a potentially habitable environment, scientists don't think it's a good place to preserve the carbon building blocks of life. That's why the rover will continue its trek to the foothills of Mount Sharp where there's a better chance of finding organics.

Long Arm of the Law Reaches Out to Innocence of Muslims ...

last time the feds just wanted to talkNakoula Basseley Nakoula, better known as Sam Becile, the filmmaker behind Innocence of Muslims, an anti-Islamic film that sparked protests throughout the Muslim world, was taken into federal custody, likely for violating a probation that includes a prohibition on internet use. Federal authorities began to review Nakoula?s probation days after the protests started, bringing him in to talk and even opened an investigation into the film. While he was convicted of credit-card fraud and identity theft, Nakoula was likely also an FBI informant (the feds tend to have quite a few). While Nakoula may seem an unsavory criminal type, the average American could commit as many as three felonies a day, bringing everyone within convenient reach of the law. Anti-anti-Muslim protester Mona Eltahawy, meanwhile, mistook vandalizing private property for free speech and arrest for the former as censorship of the latter.

An important reminder about free speech, and on Reason TV, Remy imagines a world without YouTube, a conduit for Innocence of Muslims, and target of governments looking to look tough on blasphemy (or ?hate speech?):

Outsourcer Xchanging to re-launch its insurance software business ...

Xchanging is a name that crops up regularly in my conversations about outsourcing but I have never written about it before. It is a big business process outsourcing firm, with a large customer base in the insurance sector.

For example has a big outsourcing contract with the Lloyds of London insurance market. It's software is used by companies like AXA and Allianz Insurance.

The company has a number of software platforms to run client business processes and also sells its own software to insurance companies and brokers. It is basically an ERP system for insurance firms. Users are largely commercial insurance and reinsurance firms.

I met Xchanging yesterday to find out more.

The company is updating its software with the introduction of a modular .Net based system. The suite of .Net components can be used to help these insurance firms, which often have monolithic IT systems become quicker to react to market changes with new products.

Novel materials become multifunctional at ultimate quantum limit

ScienceDaily (Sep. 25, 2012) ? A University of Arkansas physicist and his colleagues have examined the lower limits of novel materials called complex oxides and discovered that unlike conventional semiconductors the materials not only conduct electricity, but also develop unusual magnetic properties.

Jak Chakhalian, Jian Liu, Derek Meyers and Benjamin Gray of the University of Arkansas and John W. Freeland and Phillip Ryan of the Advanced Photon Source at Argonne National Laboratory present their ideas in Physical Review Letters.

"Contrary to what we have today in modern microelectronics devices based on silicon, here in a single quantum well, which is just four nanometers thick, we now have several functionalities in one device layer," said Chakhalian, professor of physics and holder of the Charles and Clydene Scharlau Chair in the J. William Fulbright College of Arts and Sciences. "Engineers can use this class of material to devise new multifunctional devices based on the electrons' spin."

The microelectronic materials -- semiconductors -- used in today's computers, have almost reached the lower limitation for size and functionality. Computers run on several semiconducting devices layered together in the very smallest of spaces, known as quantum wells, where nanoscale layers of a semiconducting material are sandwiched between two nanoscale layers of a non-conducting material. However, the researchers found that by using complex oxides with correlated electrons confined to quantum well geometry, they added a new dimension to the mix.

The new structure is based on the concept of correlated charge carriers, like those found in rust, or iron oxide. In rust, if one electron does something, all of the other electrons "know" about it. This phenomenon, called correlated electrons, does not exist in silicon-based materials that run today's computers, televisions, complex medical equipment, power cell phones and keep the electricity on in homes.

"In normal materials used today, electrons don't care about the movement of one another," Chakhalian said. "We can predict their properties almost on the 'back of an envelope' with the help of powerful computers." However, with correlated materials, the calculations for the movement of one electron involve tracking the interactions with billions of electrons, and this is beyond modern theory capabilities.

Chakhalian and his colleagues went down to four atomic layers of a correlated complex oxide material based on nickel and sandwiched it in between two layers of non-conducting oxide material based on aluminum. Unlike the semiconducting materials, the complex oxide structure revealed the unexpected presence of both electronic and magnetic properties.

These multiple properties in a single material may allow the semiconductor industry to push the limits of current conventional computers and develop multiple functions for a single device, possibly allowing everyday electronics to become smaller and faster than they are today.

Chakhalian is a professor in the Institute for Nanoscience and Engineering.

KI-Media2: [KI Media] Cambodia's gambling law loosely enforced ...

    Tuesday, 25 September 2012
    Rachel Will and May Titthara
    The Phnom Penh Post

At 7am, the border crossing from Vietnam to Svay Rieng's Bavet town is already buzzing with the activity of foreign gamblers arriving for a day at the casinos along National Highway 1.

Along the border, tuk-tuk drivers and casino vans wait to transport players 100 metres to gaming havens armed with multilingual dealers eager to accept Vietnamese dong.

But throughout the day, a steady trickle of Cambodian players make their way past the ubiquitous security, taking their seats at the baccarat tables and chirping slot machines.

"[Khmer] can gamble at any table," a staff member from the Las Vegas Sun casino says matter-of-factly. "Just change your currency at the cages to chips first."

As the day wears on, the tables swell with more Khmer gamblers under the watchful eye of floor managers and guards.

In August, a meeting in Cambodia's capital gathered senior management from each of the Kingdom's 61 gaming venues to address growing rates of criminal activity on casino premises.

Amid the calls for stricter security, deputy national police commissioner Lieutenant-General Sok Phal made a suggestion that seems to have fallen on deaf ears.

"We would like to encourage all casino owners to strictly obey Cambodian laws, and immediately stop Cambodian citizens from entering and gambling in their casinos."

    Boats to border casinos

Gambling, in any form, is illegal in Cambodia for citizens, according to the Law on the Suppression of Gambling adopted by the National Assembly in 1996.

In 1994, the first casino licence was granted to NagaWorld, which then occupied a boat in the Tonle Sap river in Phnom Penh.

Since then, dozens of licences have been granted, but the government and casino operators have only loosely enforced the "no locals" policy.

"Cambodian gaming legislation is yet to be comprehensive and formalised," said Thomas Pearson, senior legal counsel of Cambodian law firm BNG Legal.

On the nation's western border, Oddar Meanchey province's O'Smach town draws about 2,000 Thai nationals each day, says Khun Sarun, commander of the O'Smach military police.

But when police officials and casino security come off their daytime shifts, Cambodians easily find their way through the casino's gilded doors, he said.

"There are still many [Cambodian] people losing gambling bets and becoming homeless and poor," said Sarun. "Some people can become beggars because they are addicted to gambling."

    The capital's gem

The casino floor of NagaWorld teemed with visitors on a recent weekday afternoon, crowding blackjack, roulette and baccarat tables and slot machines. Despite the impassive presence of suited security guards, Khmer people freely roamed the casino ? and the gambling tables.

"There's no ban on Khmer people coming here," one security guard said. "They can come freely."

One Khmer man, 32, said he visited NagaWorld regularly, winning or losing as much as $1,000 per day.

"I came here because I owed money. Now I come here five days a week. I have never been told I cannot gamble," he said.

Florian Pastiu, director of Casino Ops for NagaWorld, declined to comment on the matter but noted that Cambodians with dual citizenship can legally gamble.

While current regulations do, in fact, make allowances for Cambodians holding two passports, a recent visit by the Post evinced no effort to check IDs.

On the day in question, a Post reporter approached three separate gaming tables with a Khmer colleague, each time asking, "Is it OK if my Khmer friend plays?"

Each time, they were invited to play without inquiry.

Despite numerous requests for comment over the course of the past week, the company offered no statement in time for publication of this article.

According to an analyst with intimate knowledge of Cambodian gaming operations, as much as 70 per cent of NagaWorld's revenue is derived from local gamblers, with much of that revenue attributed to Cambodians' penchant for gaming machines.

Traci Mangini, financial consultant for Entertainment Gaming Asia, a multinational gaming company that leases and jointly manages NagaWorld's 670 slot machines, called the casino's slot machines the "primary driver of revenue for our operations in Cambodia".

Can A Seller Relist The House When Earnest Money ... - Realtor.com

    questions

Q: We tried to buy a house but the sellers could not transfer the title in time so we agreed to rent the property until they could. However, they failed to transfer the title by the new deadline and we had to pull out. We are currently renting the house and it was our intention to buy once a clean title could be transferred. Now that we have pulled out (and we have signed the mutual release over a month ago), the sellers have relisted the house and we have had 10 viewings so far. However, they refuse to sign the mutual release and return our earnest money. Our rental agreement was very clear in stating that the earnest money is not to be withheld as a security deposit.

Are the sellers legally able to withhold the mutual release and earnest money if they have already relisted the house?
    ?Anonymous, Cleveland, OH

A: Sadly ? this is a legal question and as such, you need legal help so that they can go over your contract and your rental agreement to give you an answer.
Lana Lavenbarg is a Realtor? with RE/MAX Ideal Brokers, Inc. in Grants Pass, OR.

A: I don?t think the sellers are being fair with you. You should pursue an ?Escrow Dispute Resolution? process through the REALTOR who assisted you or through an Attorney. I would have to see the agreements you signed, however, if what you say is true, and the sellers are in default, you should receive your escrow deposit back or can sue the seller for performance. Consult a RE attorney at the very least.
Lou Sansevero is a Realtor? with Atchley International Realty in Lakewood Ranch, FL.

A: The sellers can re-list a home but they can only accept an offer contingent on the successful cancellation of your offer. If you have been waiting a month to have your earnest money returned and the sellers refuse to sign the cancellation, you need to take action. First you should call the listing Broker of the company that has the home listed and see if you can make any headway, and ask why the sellers have not signed the cancellation. Don?t ask the agent, ask the Broker. If that doesn?t work, call a real estate attorney and ask about a statutory cancellation. The attorney would file this cancellation and the Broker holding your earnest money would legally have to return your earnest money even if no cancellation of the purchase agreement was signed by the sellers. I have seen attorney?s charge one to two hundred dollars to provide this service. Good Luck, dont be held hostage! Take Action!

Taliban release video on Afghan base attackers

KABUL, Afghanistan (AP) ? The Taliban published a video Monday they say shows insurgents preparing for the brazen attack on a major NATO base earlier this month, just as NATO forces released data showing that insurgent attacks decreased in August.

The twin releases are a reminder of the escalating battle for public opinion between the insurgency and the international military as U.S. and allied troops draw down. The Taliban continue to contend that they are fighting at full force while the international alliance says that they have been weakened.

In the Sept. 14 attack on Camp Bastion in Helmand province, 15 insurgents dressed in U.S. Army uniforms breached the base's perimeter fence then used automatic rifles and rocket-propelled grenade launchers to fire on planes and people around the base's airstrip. They managed to kill two Marines and destroy six fighter jets costing tens of millions each before they were stopped. All but one of the assailants were killed in the fighting.

The Taliban video shows men wearing U.S. Army uniforms as they practice cutting through a chain-link fence and charging through the opening. One man indicates targets with a pointer and a whiteboard showing drawings of planes and fortifications. He speaks Pashtun, a major language in southern Afghanistan and parts of Pakistan. Words on the whiteboard are written in Urdu, a language more common in Pakistan.

A Taliban spokesman emailed the link to the video to the media but it was not possible to verify the authenticity of the footage. Nothing in the video indicates when or where it was filmed.

The NATO statistics showed that insurgent attacks decreased 9 percent in August, compared with the same month last year ? continuing a falloff that started in July after a spike in attacks in May and June.

NATO said the shortened poppy harvest in the spring meant that the usual summer fighting season started earlier. Regionally, attacks decreased in the east and south, but increased in the west and north, according to the data.

Overall, NATO's figures show insurgent attacks are down 5 percent for the year so far, compared with the same period of 2011.

Australian Army Brig. Gen. Roger Noble, deputy to the deputy chief of staff for operations of the U.S.-led military coalition in Afghanistan, told reporters in Kabul earlier this month that fighting in the south ? the Taliban strongholds of Kandahar and Helmand provinces ? has moved away from the bigger towns and cities.

"If you think back to 2010, people were talking about central Helmand being the center of fighting, but it's been pushed out and away from most of the major population centers," he said. "But there is still plenty of fighting and it is dangerous and having a direct effect in casualties on the coalition and also, increasingly, on the Afghan security forces."

Nearly two years after President Barack Obama announced that he was sending another 33,000 troops to take on the Taliban, those reinforcements have just completed their return to the United States. That leaves about 68,000 American troops, along with their NATO allies and Afghan partners, to carry out an ambitious plan to put the Afghans fully in the combat lead as early as next year.

Dot Earth Blog: Critics Press Cambodia to Fight Violence on its Forest Frontier

[Sept. 23, 11:40 p.m. | Update | The Earth Journalism Network and Society of Environmental Journalists?have launched a petition pressing the Cambodian government for a full investigation of the murder.]

I was heartened to see an editorial in The Wall Street Journal?push Cambodia (and its supporters, including the United States and international donors) to fight rampant corruption under which ?hundreds of thousands of Cambodians have endured land grabs and evictions.?* The editorial added, ?They have suffered further when they dared to protest these abuses,? noting the murders of the journalist Hang Serei Oudom (covered here) and land-rights campaigner Chut Wutty.

I also encourage you to read ??Blood Wood? Killings in Cambodia Deserve U.S. Rebuke,? by Olesia Plokhii, a journalist who was?a few feet from Chut Wutty when he was shot on April 26?(she was covering the land and timber fight for?Cambodia Daily. Here?s an excerpt from her piece that makes some important points:

It is heartening to see that when a reporter is killed in the forest, people hear about it. The same must go for the activists and others who risk their lives daily, like the Prey Long People?s Network in one of last great ancient forests in Cambodia. The loss of Wutty removed a vital voice speaking up for powerless villagers and indigenous minorities.

The deforestation crisis in Cambodia is unique only because it is relatively new. While 130-foot trees in tropical jungles have been gutted for the last two decades in Cambodia, neighboring Malaysia, Indonesia and Vietnam began exporting illicit timber long before. In Cambodia, the forests may still have a chance ? if change takes root.

Mu Sochua, Cambodia?s leading in-country opposition figure, commented in her blog that she hoped the issue would be on the agenda for an upcoming meeting of international donors and the Cambodian government.

Despite Cambodia?s increasing reliance on Chinese money, the United States still carries weight there. But will President Obama exercise his power and address the deforestation crisis and this rash of killings at an upcoming Asean summit in Phnom Penh in November?

I hope the Obama administration is taking this issue seriously, at the very least in behind-the-scenes interactions with Cambodian officials, and ? if necessary ? publicly.

Addendum: I belatedly noticed that Unesco has also condemned the killing.

[3:55 p.m. | Clarification |* I cleaned up some turgid prose in the opening sentence.]

DAILY TRANSFORMATIONAL NUGGETS FOR THE BODY, MIND ...

DAILY TRANSFORMATIONAL NUGGETS FOR THE BODY, MIND, AND SPIRIT: ?Remember? Day 24 ? ?The Right Place?

Today?s Body Connection:? Any place is the right place to work out.? You don?t need a gym to participate in a physical practice.? Don?t allow your preconceived ideas of how workouts should be to stop your participation. What we see on the TV or in videos are only 10% of the choices for training the body.? Healthy living, fitness, and wellness can be done anywhere.? Commit to doing something every day for ten to 20 minutes and your life will expand.? Dedicate at least one meal a day, if not all three, for healthy and mindful eating. Set the intention to make water your No. 1 source for quenching your thirst. Expand your options by increasing your awareness; anywhere and everywhere is the right place for health and fitness.

Today?s Meditative Thought: The scripture says, ?Take off your shoes; you are standing on Holy ground.?? The place you stand is sacred, not because it is designated as such, but because you bring the sacred with you; you only need to be aware of it.? Everywhere you are God is in the mix.? Everywhere you go you bring the Divine.? Right this very moment claim the place you sit, stand, or lie as Holy ground.? You are the light; therefore you are always in the right place.

Today?s Action Plan:? Today, remember you are in the right place, space, and time for transformation; you only need to allow it to happen.? When you find yourself in the way, trying to make something happen, step back, take a breath, and turn it over.

Today?s Affirmation:? Just for this moment?just for this breath, I remember that I am in the right place, right now.? Amen

Lions mum on QB Stafford's leg

Detroit Lions quarterback Matthew Stafford (9) leaves the field after losing to the Tennessee Titans 44-41 in overtime at an NFL football game on Sunday, Sept. 23, 2012, in Nashville, Tenn. (AP Photo/Wade Payne)

(AP) ? The Matthew Stafford health watch has begun anew, an unpleasantly familiar move for the Detroit Lions.

Stafford left late in the fourth quarter of Sunday's 44-41 overtime loss at Tennessee with a strained muscle in his right leg, and although Shaun Hill played well in a relief role, the last thing the Lions want is a return to the days when their franchise quarterback wasn't able to stay healthy. Stafford was banged up as a rookie in 2009 and played only 10 games, and he was limited to three the following season because of problems with his throwing shoulder.

He finally made 16 starts last season, throwing for 5,038 yards and 41 touchdowns.

"We'll see how he progresses through this week," coach Jim Schwartz said. "Friday we'll make a determination what that availability is ? same as every team does."

Detroit hosts the Minnesota Vikings this weekend.

Stafford didn't have anything to add Monday to Schwartz's assessment. The quarterback said he'd talk to reporters Wednesday.

Stafford was 33 of 42 for 278 yards Sunday before having to sit out a wild finish. The Lions forced overtime with two touchdowns in the final 18 seconds of regulation, including a 46-yard scoring pass from Hill to Titus Young on the last play.

Detroit allowed a field goal in overtime, then lost when Hill was stopped on fourth-and-1 from the Tennessee 7-yard line. Schwartz said the Lions were trying to draw the defense offside, but the ball was snapped following a miscommunication.

"What wasn't supposed to have any downside ended up having a downside," Schwartz said. "That's on me as a head coach."

Center Dominic Raiola took the blame Monday.

"I totally read Shaun's lips the wrong way. I ran a fullback dive," Raiola said. "I know a lot of people say that's not the play that lost the game, but that's so cliche. ... I'd have asked Shaun three times if I knew that was going to happen. I'll take all the blame people want to give me."

The Lions allowed five touchdowns of 60 yards or longer, an NFL first. There was quite a variety, too: two passing TDs along with punt, kickoff and fumble returns for scores.

Hill went 10 of 13 for 172 yards and nearly led the Lions to one of the more improbable wins in league history. Detroit finished with 583 yards of offense but allowed 437, doing little to alleviate concerns about its defense and falling to 1-2 on the season.

That sets up a crucial divisional game with the Vikings. The Lions play four of their next five games on the road after this weekend.

"It's an NFC North game, "Schwartz said. "If we get a win, it puts a loss on one of our division opponents, and that always makes it more important."

Detroit did get an encouraging debut from running back Mikel Leshoure, who missed all of his rookie season last year with an injury and was suspended the first two weeks this season. Leshoure ran for 100 yards on 26 carries against the Titans.

"We ran the ball efficiently, we got first downs," Schwartz said. "That's one of the things we wanted to do. Just didn't make quite enough in the game."

Video recording with the iPhone 5

One of the noticeable changes you'll see when recording video with the iPhone 5 is that the UI has been adjusted to take advantage of the screen's 16:9 aspect ratio. The video you're recording will completely fill the screen and all your controls will appear as transparent buttons so that you can see everything that's being recorded. While recording video, there are only 3 items on the screen, the record button, the elapsed time, and a new button for taking pictures.

Simultaneously recording video and taking photos with the iPhone 5

One of the special features of the iPhone 5 is the ability to take photos while simultaneously shooting 1080p HD video. To do so, simply tap the camera icon while recording video. I was pleasantly surprised to discover that the camera shutter was very fast even when recording video at the same time. As is demonstrated in the video, it's super easy to rapidly take photos while recording video.

Sound too good to be true? Well, there is a minor catch. The resolution of the photos you take while recording video will be less than those taken in photo mode. Specifically, photos taken with the still camera are 3264x 2448px (4:3 ratio), but the photos captured while recording video are 1920x1080px (16:9 ratio).

Personally, I have opted out of recording video in the past because I didn't want to miss out on a great photo, but now that I can take photos while recording video, that'll never happen again. I'm not concerned with the loss of resolution because the photos I'll be taking while recording video are meant for memories and sharing online, so 1920px wide is good enough. I'd rather have lower-resolution photos while recording video than no photos while recording video.

Front facing camera quality of the iPhone 5

Although the main iSight camera on the iPhone 5 didn't receive any big upgrades in quality, the front-facing camera has greatly improved. For the first time, the iPhone's FaceTime camera now records in 720p HD video. It's definitely not as good as the rear-facing iSight camera, but compared to it's predecessor, the new FaceTime camera does a phenomenal job. In the past, I've just recorded myself with the rear-facing camera even though I couldn't see myself just because I hated the poor quality of the front-facing camera. Not anymore. If I need to record myself talking to the camera, I'll use the front-facing camera from here on out.

Low-light video recording with the iPhone 5

A big weakness of every iPhone's video camera has been the quality of video that was recorded in low-light scenarios. Unfortunately, but as expected, this continues to be a weakness with the iPhone 5. Although special situations, like the clip of the burning candle, can produce stunning results, everyday poor indoor lighting will result in low-quality, grainy videos. You can still capture memories, but the quality won't be anything to brag about.

    The bottom line

The iPhone 5 may not have received a huge boost in quality over the iPhone 4S, but since the iPhone 4S does a great job at recording 1080p HD video, that's ok. The beauty is that the same great quality is delivered in a much thinner package. Additionally, the larger screen with a 16:9 aspect ratio improves upon the video recording experience. Although the rear-facing iSight camera didn't receive significant improvements over the iPhone 4S, including in low-light, there's no denying that the front-facing FaceTime camera on the iPhone 5 blows the iPhone 4S away. Of all the changes, however, my absolute favorite is the ability to take photos while recording video.

The iPhone 5 is simply the best portable video camera I've ever owned.
